Halifax, Nova Scotia, Canada became Norfolk's sixth sister city in April 2006. Like Norfolk, the Halifax Regional Municipality has a regional economic development partnership, a vibrant tourist and cruise industry, hospitals, universities, libraries, museums, theaters, and numerous multicultural festivals. Halifax is considered the technological center of the four Canadian Atlantic Provinces and has a strong military presence, especially naval. In fact, like Norfolk, it has its nation’s largest naval installation.

Norfolk Sister City Association oversees multiple programs with counterparts in Halifax, including:

  • The exchange of city mascots in 2007. Norfolk received a seven foot lobster from Halifax and Norfolk sent a Mermaid to Halifax named Elizabeth
  • Coordinating cultural and economic development programs between Norfolk and Halifax agencies
  • Halifax’s participation in Norfolk’s NATO Festival April 2006
  • Norfolk’s participation in the 100th Anniversary of the Canadian Navy in Halifax June 2010
  • Continuing port visits by visiting warships
  • Adult delegation exchanges
